Ofwat reviewed all plans and in August 2014 and announced its draft determinations of these packages, as a result of this United Utilities needed to do more research into customers views on the impact of 'pay as you go' mechanisms that could be brought in.
The objective to this research was to explore, in principle, customers’ preferred bill profile (stable or variable) and whether, when informed, customers would prefer a short term bill reduction, leading to a longer-term rise.
