To support the development of Greater Manchester Combined Authority’s (GMCA) new Good Landlord Charter, DJS Research was commissioned to carry out a large-scale study exploring the real experiences of private tenants across Greater Manchester’s private rented sector.

The research captures a detailed picture of who private tenants are, why they rent, and what shapes satisfaction in the sector – from affordability and value for money, to property condition, repairs, communication and standards of management. A mixed mode approach was used to ensure the findings were inclusive and representative, combining online and telephone surveys, in-street interviews, and recruitment via GMCA networks and social media. In total, 1,200 tenants took part, with results weighted by age, gender and district to reflect the Greater Manchester PRS population.

The findings highlight a sector under pressure: many tenants report rising affordability challenges, difficulties finding suitable homes, and frequent maintenance issues such as damp and heating problems. At the same time, the research identifies clear drivers of satisfaction – particularly value for money and the tenant-landlord relationship – and provides practical evidence to shape improvements.
