Over the last three years DJS Research's public sector consultation experts had carried out a number of consultations and public engagement studies for Surrey County Council into active travel schemes across the county.
These included public events, qualitative communities, focus groups and online consultations to engage with the public. In total, DJS Research consulted on 12 different active travel schemes in the county, including the introduction of low-traffic neighbourhoods, cycle lanes, and major road infrastructure changes to encourage safer walking and cycling.
The core objectives of the consultations were to understand the needs of local stakeholders, including residents and businesses, and to identify the most effective marketing and communication channels to explain the reasons for proposed changes.
The consultations were delivered through multiple approaches, including an open link on the Council’s website, direct invitations to representative samples of local businesses (including those ‘hard to reach’ groups), online qualitative communities, in-person qualitative sessions and ‘drop-in sessions’ at sites where key infrastructure changes were proposed.
This allowed DJS Research to show residents and businesses the changes in situ and ensure that proposed changes were fully understood.
In additional to traditional insight capture methods, DJS Research recorded vox-pops with participants who had raised specific concerns during focus groups and drop-in sessions.
These recordings were combined and edited by the Senior Animator in DJS Research's in-house Creative Services team, creating a striking video output summarising the key qualitative insights.
This innovative visual output made a significant impact on local councillors, bringing the insights to life and providing an effective summary of the sentiment emerging from the consultations.

At DJS Research, our researchers have a wealth of experience moderating qualitative research, putting research participants at ease and exploring experiences, attitudes and behaviours to unlock those ‘golden nuggets’ of insight.

We develop a bespoke approach to meet each client’s objectives, but some commonly used methods in our qualitative toolkit include:
We draw on behavioural science to understand why people do what they do, not just what they say they do. We go beyond a basic question and answer format to examine the all-important context for decision-making, for example spending time with participants at home, observing their day-to-day life or asking them to complete a diary. We consider the behavioural biases at play and apply relevant frameworks or models to guide our analysis and recommendations.
Ultimately, by uncovering and sharing real life stories and applying our knowledge of human behaviour, we deliver deeper insights that impact our clients’ decision-making.
