Survey finds local compacts are hampered by falling resources: Compact Voice’s third annual survey received 327 responses from people working across local authorities and voluntary sector organisations, covering over four fifths (85%) of the 165 local Compacts that currently exist in England.
Of local Compacts, four fifths (80%) reported that they do not have sufficient resources to employ a paid member of staff, while a similar 78% did not anticipate having anyone for the following twelve months.
The survey shows that four fifths (83%) of the 226 voluntary and community sector respondents who took part in the survey, and half (47%) of the eighty six respondents from local authorities, agreed with the statement that “cuts are disproportionately affecting the voluntary and community sector.”
Among respondents, half (56%) the voluntary and community sector said they expect to see a decrease in funding, while nine tenths (90%) of local authorities expected to see a decrease in their revenue over the next year.
However, the survey did find that support for local Compacts was high, with nine in ten (89%) of respondents agreeing with the statement that the Compact “is important and effort needs to be made to implement it in full.”

“While it is reassuring that there remain such high levels of support for the Compact, reduced resources are clearly a major issue. We will be working with local Compacts to see how best to ensure partnership principles continue to be championed in the context of limited funding.”
